Ugh...this kind of atrocious behavior from evil people doesn't surprise me though. It is a grievous thing they do, but when you see that they execute people for the mildest of offenses (like speaking their minds against the government), can you expect anything better from them?

I think, Terriergal, you may be missing the larger context of what is going on in countries like Peru. These countries have little recourse but to create monsters to fight the monsters that threaten them, who are all funded and armed courtesy of the War On Drugs. While no reasonable human being can be anything but horrified by their treatment of animals, it is hardly a surprise.

The idea of a military with a conscience is an oxymoron; dire situations further exacerbate dehumanization.
