It doesn't matter what 'they' see it as.
There is no moral equivalency among nations. Their country is closed off from the world, with no freedom of travel, religion, property, self-defense, or freedom of speech. Their government does not recognize inalienable human rights... thus, their government is not legitimate and cannot legitimately label anyone a terrorist.
