When you tell a lie, the number of words it takes to fool the listener seems directly proportional to the size of the untruth. The strategy is to cover up a misdeed by overwhelming the reader or listener with so much information that the lie will either not be noticed or believed.

I think they do have devastating evidence and are simply using the time to accomplish a number of things -- gathering intelligence, putting military assets in place, winning an election, and getting the domestic and foreign opposition clearly on the side of Saddam beforehand to achieve maximum political victory at the same time.
The UN is discredited to yet another degree if the evidence comes out after they have declared Saddam clean. Just as the idiot left is putting itself on record giving the benefit of the doubt to Saddam Hussein at the disrespect and peril of their own electorate.
If they aren't planning on making a show of new, concrete evidence, I don't see why even stoop to the UN charade. I don't think they're dumb enough to get suckered into this nonsense without a plan for changing the momentum. The outcome of these inspections was a foregone conclusion. Bush is being underestimated again. For maximum impact there will be a show of evidence a short time before the war cranks up.
