Thats because I only gave you half the equation. Here's the other half;

Percentages signify the percentages that the senators voted in agreement with the ACU.

The following are the ACU ratings for 38 D Senators, for the year 2002; Cantwell 12%, Murray 4%, Wyden 8%, Boxer 8%, Feinstein 12%, Bingaman 29%, Reid 20%, Bacus 28%, Daschle 8%, Dayton 4%, Wellstone 0%, Feingold 20%, Kohl 16%, Harkin 8%, Durbin 0%, Lincoln 28%, Landrieu 28%, Graham 16%, Nelson 16%, Hollings 29%, Levin 8%, Stabenow 8%, Rockefeller 12%, Clinton 12%, Schumer 16%, Milkulskie 8%, Sarbanes 12%, Biden 12%, Carper 24%, Corzine 0%, Toricelli 28%, Dodd 16%, Lieberman 28%, Kennedy 4%, Kerry 4%, Reed 4%, Jeffords 29%, Leahy 8%.

34 R senators vote in agreement with the ACU about 95% of the time. 38 D senators vote with the ACU about 15% of the time. The following logically is true from the above stated data;

The majority of R's in office cast votes that are the opposite of what the D's vote for about 90% of the time.

Your judgement says otherwise.
