Actually I'm not sure that O'Neill was that bad. But he didn't seem to realize that the Secretary of the Treasury has to be careful about what he says, especially when speaking to idiots (i.e., the press).
As for doing nothing for Enron, if he had bailed them out when Robert Rubin called in a panic, the whole Bush administration would have been crucified.
