Also when lining up for Affirmative Action programs. They can be blonde-blue eyed and wealthy but they can still count as an underprivileged minority. I don't think "hispanic" or "latino" are races anyhow. They don't very well describe people ---I think the terms shouldn't be used. If someone has Irish or German ancestry, they may look the same but get different labels but for some weird reason it's been decided to lump people of Cuban, Guatemalan, Puerto Rican, Mexican descent together as "hispanics" but others like people from Spain, Brazil, Argentina don't usually get called that. Plus some people from Mexico don't get called "hispanics" either even if they have the citizenship and speak fluent Spanish.
