I used to work for the federal government in public health. The only categories for race available are white, black, asian/pacific islander and american indian/alaskan native. Hispanic is considered to be an ethnicity so hispanics can be of any race. For example, native Filipinos are considered Hispanic Pacific Islanders. Gladys O'Leary from Boston would be consisdered non-Hispanic White. since the feds collect all this data from the states they make them conform to the standard. I agree that it skews things and maybe that is what they want after all.
I seem to recall a number of designations for Latinos on the Federal Cencus forms in 2000. Go figure.
BTW, not every state reclassifies Latino Sex Offenders as White. Texas doesn't.

Its been several years sisnce I did that work, so I don't doubt that they've expanded or changed the categories in some way.
I tend to agree with your idea that data is collected and reported in a manner that suits the ends of the people doing the collecting and reporting. I've seen it happen all too often.

At this point, I'm beginning to not want to be White, we're responsible for all the world's problems - oh, wait a minute, that the Joos- but anyway, it's all our fault. The world would starve to death without us but it's all our fault. Aids, yes, Aids, was invented by white devils. In short, why not lump all criminals in the White category, it would have made a much more entertaining OJ trial. /rant
