California legislators returned to work Monday to face what is likely to be the worst budget crisis in state history.

Dire warnings of unprecedented fiscal pain tempered the fanfare and back-patting that traditionally accompany the beginning of a two-year legislative session.

"There isn't any doubt in my mind that this is a spending issue, not a revenue issue," said Assembly Republican leader Dave Cox of Fair Oaks.

"I have no intention of voting for tax increases under any circumstances," added Senate Minority Leader Jim Brulte of Rancho Cucamonga.
