In terms of tonnage dropped, probalby not. Linebacker II comes to mind, possibly some "Maximum effort" raid in WW-II. But in terms of targets neutralized, quite possibly. We not only have "smart bombs" we have "smart airplanes" too, along with superbly training crews of course.

The article I saw a couple of weeks ago dealt with the explosive power of today's weapons not the tonnage.
Also, as you point out the smart planes, the smart bombs and the incrediblely well trained air crews without German or Japanese fighter planes trying to shoot them down will deliver absolutely awesome, accurate and hammering strikes. Iraq is not that big of a country, and we will hammer it from several directions from both sea base planes and land based planes.
