*President Bush Signs Bill to Preserve Wetlands -> President Bush, hoping to burnish his environmental record, signed legislation to continue a program aimed at preserving America's wetlands.

In Other News:

*Britain has issued a report on human rights conditions in Iraq. It accuses Saddam Hussein of systematically using torture, rape and terror against his people. The report accuses Iraqi leader Saddam Hussein of having what it describes as a "cruel and callous disregard for human rights."

*A new poll released says that the Senate race in Louisiana is now a statistical dead heat and that the momentum seems to be favoring the challenger Suzanne Terrell. The poll showed that overall 44 percent of those polled favored Mary Landrieu, 43 percent favored Terrell and 13% were undecided.

*Linda Lingle had little time to dismantle 40 years of Democratic power in the Hawaii governor's office -- a quick 26 days from Election Day. On Monday December 2nd, when she becomes Hawaii's first Republican governor since 1962, she will end a transition matched in brevity only by Alaska's.

*Donna Brazile, who managed Vice President Al Gore's presidential campaign two years ago, sent a memo to Democratic lawmakers last month warning that they need to do more to reach out to African-Americans or risk losing their support in coming elections. "The Republicans are in the House," Brazile said in the controversial memo. "They came in through the window and they want to play."

*Bob Novak: Farewell, Senator Phil Gramm -> In valedictory comments to fellow conservative Republican senators, retiring Sen. Phil Gramm warned of ''the tyranny of the 'in' box''--letting events determine their agenda. ''I reminded myself every single day,'' he told me, ''that I came here with an agenda, and my agenda was not to empty that in box. My agenda is to change the country. I don't get confused in running down these little rabbit trails that a lot of my colleagues do.''. Such blunt appraisals will be missed. Unlike many retiring senators, Gramm leaves the Senate after 18 years (following six years in the House) at the peak of his powers. He has been most impressive since his disastrous campaign for president in 1996, taking the Senate floor to deconstruct complicated legislation with revelations of pork, protectionism and runaway government.

*Wellstone Memorial Rally Cost Dems More than the Election

The infamous Paul Wellstone Democratic Memorial rally cost a hefty $150,000 and crestfallen staffers at the Democratic National Committee expect to pick up at least half of the tab for an event many believe cost the Democrats the November 5 congressional elections.

According to the National Prowler, the bill for the raucous affair, which included tens of thousands of dollars for video and sound equipment at the University of Minnesota's Williams Arena, was initially picked up by the Wellstone campaign.

But a Democratic National Committee staffer told the Prowler that the day before the event the DNC promised to cover many of the expenses to ensure that the memorial service would be set up in a way to appeal to a national audience. "We're on the hook for at least half of that $150,000, is my guess," the DNC source confided to the Prowler. "We're the ones who really pushed for an event that would play well on C-Span and on TV. You have to admit the production values were good."

Louisiana will not let the nation down Saturday. Brown Roots Landrieu will have to find a real job come Sunday. Bump for Suzie Terrell, the next Senator from Louisiana.

Agreed. 13% (U) column number this close to the dance is NOT a good sign for the incumbent.
