SYDNEY, Australia --Australia's leader has shrugged off Asian criticism of a speech in which he said was prepared to take pre-emptive military strikes against terrorist bases in other countries.
Prime Minister John Howard told Australian television on Sunday the U.N. charter should be changed to allow a country to launch strikes against any threat, conventional or terrorist.
