SHERIFF ASKS FOR BORDER HELP - AGAIN

Cochise County Sheriff Larry Dever met recently with officials from the U.S. Attorney General's Office and once again asked for help at the border.

"Funding is the big question for all of us," Dever said. "What is currently being done? The answer is there is something being done but not enough."

In Cochise County, undocumented aliens cost the county criminal justice system about $3 million in fiscal year 1999-2000, the most recent year for which figures are available, Dever said.

The federal push for a Department of Homeland Security may - or may not - help areas like Cochise County.

"In this day of Homeland Security, I have a couple of real significant concerns," Dever said. "One is that Homeland Security money isn't new money but probably redirected money from other places and programs.

"Finally, the other concern we voiced [to the U.S. Attorney General's Office] is the early indication seems to be that funding mechanisms are going to be population driven. Finally, the other concern is FEMA is the primary funding source for controlling organization for Homeland Security funding, and we feel in law enforcement very strongly that the Department of Justice is a better and more appropriate mechanism for it."

There has been "some" progress addressing border problems, Dever said.

"But, not nearly enough, and not enough to significantly, positively affect the quality of life in Cochise County," he said. "It continues to be a grim, dangerous and very volatile situation."

If he doesn't get help from the feds he should use his power to deputize. In times of emergency he can most likely compel able bodied men to serve.

That should force the feds hand.

Did the sheriff ask the governor for state miliitia assistance?. Seems to me that's the chain of command. Why go to the feds? That's like dialing 911 when someone is bashing down your front door with intent to rob you. Isn't that what illegals are doing -- bashing down the borders and trespassing without your permission? Don't they rob you of your substance when they take government assistance paid for from your tax dollar? Looks to me like the illegals are in cahoots with the feds. Since the borders were not sealed on 9/11, I will never believe anything different.

Pat Call, Chairman of the Cochise County Board of Supervisors, held a meeting this week and the voted to outlaw citizen militias, other than land owners protecting their property. The Hispanics and our Governor to be, have been crying "human rights abuse" and are just waiting for the volunteer groups that are forming in Cochise County to take violent action. These groups are applauded by the Border Patrol and although they are armed for protection, they do not use violence when detaining tresspassing-illegal aliens. They have hi tech equipment and report their presence to the Border Patrol.

Light sees other challenges ahead. "It would be difficult to coordinate 22 separate agencies under the best of circumstances," he said, "but there is great unevenness among these 22. Several are damaged goods. The INS [Immigration and Naturalization Service] has been under fire, and now it will be sawed in half -- the second major reorganization in nine months. Customs is in the midst of a major overhaul. FEMA [the Federal Emergency Management Agency] seems to be going through a difficult transition. The Coast Guard is very well run but has an aging fleet. And there is a huge variation in the quality of the technology in the different agencies. The basic organizational systems will have to be reconciled."

Probe of 'militias' is sought

Arizona leaders at the state and federal level are calling for investigations into armed civilian patrols along the state's border with Mexico.

At issue is the safety of people along the border and the legality of the so-called militia groups, formed out of frustration at the inability of U.S. border agents to slow illegal immigration from Mexico.

U.S. Rep.-elect Raúl Grijalva, a Tucson Democrat who takes office in January, said he will push for federal hearings into the activities of the civilian patrols. Grijalva's pledge echoes proposals this weekend during border forums in Mexico, made by leaders including Gov.-elect Janet Napolitano, Gov. Jane Hull and Sonora Gov. Armando Lopez Nogales.

Attending a border forum Saturday in Nuevo Laredo, Mexico, state Rep. Robert Cannell, a Yuma Democrat, said the Arizona Legislature is likely to take up the issue when it meets in January.

"I think this rhetoric you're hearing from some of the leaders of these groups is very dangerous to the overall security of the region," Grijalva said. "The potential for violence is escalating and I think the whole situation has to be investigated."

Chris Simcox, publisher of a weekly newspaper in Tombstone, who used his pages this month to call for creation of a Tombstone militia, said citizen action is necessary - and legal, judging by several months of research he conducted into the constitutions of the United States and the state of Arizona.

Still, to avoid legal problems, his group will limit its work - confronting, detaining and delivering trespassers to authorities - to private property and by invitation only.

BISBEE - The Cochise County Board of Supervisors [chairman Pat Call] doesn't like the way the militias or the federal government is handling illegal border crossings.
The board voted unanimously to adopt a resolution Tuesday that opposes the "formation of civilian militias and vigilantism for the purpose of controlling illegal immigration along the U.S.-Mexico border and further petition the federal government to take responsibility for the problems associated with illegal immigration."
Tension has grown along the border as residents have publicly formed militias and other groups to patrol remote areas.
The supervisors said that they recognized individuals' rights to protect their property but that vigilante groups breed animosity and misperceptions.
"Cochise County residents are frustrated," said Supervisor Paul Newman, who said the board wanted to send a message to vigilantes and federal authorities.
Last week, the Douglas City Council adopted its own resolution opposing vigilante groups. Mayors from a number of cities in the region have also publicly condemned the formation of militias.

"Board of Supervisors?" Doesn't the Bill of Rights and U.S. Code authorize militias? Title 11? Maybe Title 18. I forget. I would think a Sheriff would have more power in this matter. Somebody correct me if I'm wrong.

You bet! I meanm, the nerve of some citizens to call for the government to enforce the immigration laws! Don't they know they are supposed to keep their traps shut?

Did I say outlaw? Sorry, must be the old west in me. Lived in these parts (Arizona) since '52. Shall I say they've opposed and condemned the militias. Feel better?
