CIVILIAN BORDER PATROLS SCRUTINIZED

PUERTO PEÑASCO, Sonora - Concerned about the growing number of armed civilians in southern Arizona patrolling the Arizona-Sonora border on their own, the leaders of both states and a powerful cross-border lobbying group called Friday for investigations to see if any of the patrols are breaking the law.

The Arizona-Mexico Commission took up the issue during its semi-annual conference this week in Puerto Peñasco, also known as Rocky Point, recommending that Arizona officials "address the vigilante situation in Cochise County."

The commission is a public-private organization with offices in Arizona and Sonora, chaired by each state's governor and which has strongly influenced cross-border relations for more than four decades.

The issue of "vigilantes" in Arizona's border region is not new, but until this year, most talk focused on rancher Roger Barnett, who made international headlines for detaining illegal crossers on his 22,000-acre ranch near the border in Douglas.

But newly formed groups have made their presence known in the area. They include American Border Patrol in Sierra Vista, which videotapes illegal crossings, and Texas-based Ranch Rescue, which organizes groups, including volunteers with military training, on missions to protect ranchers who encounter crossers on their property.

Gov. Jane Hull, Gov.-elect Janet Napolitano and Sonora Gov. Armando López Nogales all spoke on the issue Friday at the conclusion of the conference. The groups are not particularly welcome, because they create public unrest, but none will be prosecuted unless and until evidence of unlawful acts surfaces, all three leaders concurred.

Napolitano said she has already talked with county, state and federal law enforcement officials in Arizona and is confident they have not overlooked the matter. When and if there's enough evidence to go after these groups, then they'll be targeted, Napolitano said.

The commission's border affairs committee, composed of border-town mayors, was the group that issued the recommendation on border civilian groups.

The committee also tackled other immigration-related subjects, such as calling for Arizona to serve as the first test site for a federal guest worker program, which would allow Mexican citizens to cross the border legally for work. Also, it asked for an application fee cap on biometric cards used by Mexicans to get across the border, mostly to shop.

The commission's other theme-based committees also offered recommendations for the Arizona and Sonora governments to consider.

Those included placing more U.S. agricultural inspectors at the border for swifter transportation of Mexican cattle border into Arizona; creating new lanes at Arizona's main ports of entry so border commuters don't get stuck in traffic; and conducting an air-quality study in the border region near Yuma and San Luis.

In March of 1959, the Arizona-Mexico West Coast Trade Commission and the Sonora-Arizona Committee for Social and Economic Promotion were created at an international conference in Tucson. Sponsored by the University of Arizona in Tucson and the University of Sonora in Hermosillo, the purpose of this conference was to expand cultural and trade relations between the two states. Impressed by the possibilities that could come from cooperative initiatives that would promote mutual economic development, Governors Paul Fannin of Arizona and Alvaro Obregón of Sonora entrusted experts from each state to strengthen binational relations in agriculture, education, communications, economic studies, industry, livestock, public health, tourism, and trade.

Those who are following the Constitutional mandate to fulfill their role as members of the unorganized militia to defend our borders against de factor invaders are being cast as the "bad guys," while the invaders themselves are being portrayed as the "good guys," or the victims.

And which one is being scrutinized for breaking the law?

The ones who are here by right of course!

Foreign law-breakers have trouble crossing our desert..

So US taxpayers build beacons and food-dumps to help them!

Somehow Mexico seems to have won a war most of the US didn't even notice.

They can talk to their heart's content, but if Congress stabs us in the back and goes along with these crazy ideas, they may find themselves out of power in 2004. It's not because we're not Republicans or conservatives, but because many of us will just stay home. Why bother?

And just how does Senora Gov. Nogales intend to presecute American citizens in the United States I wonder? The gall of this jerk, even threatening to cause trouble for Americans exercising their Constitutional rights. As for the American traitor-governors, they should all be recalled.

If they don't give a frog's fat *ss that the illegals are breaking the law, it is hypocritical of them to "be concerned" about whether their apprehenders are following thew law.

Found this news piece that gives an Idea of what illegal immigrants are costing the American Taxpayer, and this is from 1997, lord only knows what the cost is now. Its time to pass the word America, by every means possible at your disposal, educate the Americans who have no idea what illegal immigrants are doing to this country.

And that includes getting ready for the 2004 elections to throw out the politicans who support illegal immigration, and mount a recall effort before then if at all possible.

As for the American traitor-governors, they should all be recalled.

I recall also the 1987 effort to recall Arizona Governor Evan Meacham, which registered 330,000 new voters in a state with 1.5 million registered voters, and thereby woke up their legislature sufficiently that Meacham was impeached and removed from office before the recall vote could be held. Hmmmm.

I'm sorry, but this is an outrage....US officials are going to check into Americans breaking laws but turn a blind eye to the hundreds of thousands that come in yearly, illegally? What about seeing if any Mexicans are breaking the law, by crossing the border? Or by helping Middle Eastern men cross the border? Or, how about other people, illegally crossing the border? Oh, I guess that would be too obvious.

These American Patrol participants have set up motion detectors and video cameras on their own properties. When a person owns a huge ranch, 22,000 acres to 40,000 acres, you have a lot of area to cover and protect.

As I understand this, they are hunting down and holding illegals until the Border Patrol can come and fetch them.

This doesn't sound like an illegal practice to me.
