Cripes! He likes seeing his own words on the page/screen doesn't he. I'd have to agree with your assessment though.
I think the Observer has a lot of acrage to fill so his editor encourages him to be wordy. He's actually a pretty good writer. His book "Explaining Hitler" was a fascinating read.
