Even though he includes in the article "Roll Call reported Monday" (he always reports where he stole the article from), it's still plagiarism because it's stealing a portion of what the guy from Roll Call wrote, even if it is put into different words.
I noticed a long time ago NewsMax was doing this, it's a real slimy operation. They want to get visitors to their site who will buy their merchandise so they can make a quick profit, and they do it by flattering idiot talk show hosts like Michael Savage (who then mentions NewsMax on his program) and stealing other peoples stories (because they can't produce anything useful on their own).
