Does posting the Ten Commandments on public property violate the First Amendment?

No, unless there is something in a state's constitution that prohibits it. Below is the text from the First Amendent to the U.S. Constitution:

Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof;
