UN Security Council Resolution 688 - VANITY

I have been trying to find some information on the no fly zones supposedly authorized by the UN SC resolution 688. My visit to the UN website says that resolution 688 is 404 not found. I've done a google search that gives me the verbiage of the resolution and it appears that is peaks of humanitarian aid and for member states to use its resources to assist in helping the people of Iraq being oppressed by Saddam (my translation). I was told we were there illegally but I don't believe it. However, I cannot find what gives us permission by the UN to do this under SCR 688.

disclaimer - it pisses me off that this is even an issue. my opinion is such that we should do what needs to be done and the NFZ's make sense. And I read another article this morning stating that Colin Powell through a hissy fit and threatened to resign if we did not operate in context of the UN effectively forcing the president to paint himself into a corner. What's up with that?

We don't need UN resolutions to establish no-fly zones in Iraq, a country that we have been technically at war with since 1990.

The no-fly areas were an agreement between the US and Iraq when they surrendered. It was one of the conditions of surrender. The UN was not involved - Nor should they have been.
By Iraq not keeping their agreement, we are free to attack if we wish. It's up to us. They're breaking the conditions of surrender they agreed to.
It's good the UN has no say over this. They'd just screw things up as they always do.
I know Bush went to the UN for a resolution just to keep the diaper clad democrats from squeeling like butchered pigs, but it really doesn't matter. Cheer up.

You know - I can't find any information that details the conditions of surrender that was negotiated with the Iraqis. I can't believe it's so hard to find such information. Anyway - thanks for your response.
