S 990 contains a one time appropriation for New Hampshire that would be used for the Connecticut River Headwaters Project which is an asseblage of Federal, State, Local, Private, and enviromental money to buy those lands that International Paper is selling.

Title 1 of S990 is $350 mil per year that goes into the Pittman-Robertson Act fund(1930s) and the Dingell-Johnson Act fund(1950s) which go to the states.

Title 2 is $150 mil per year in grants to private landowners. Yes, enviro groups, tribes, and hunting groups will benefit from this; but so will many, many small landowners. See Bush's Landowner Incentive Program that was put in place while governer of Texas and taken nationally after elected Prez.

Title 3 is $50 mil per year for projects among states. Examples would be OK and AR for the Ouachita Mtns or TX and NM for the Pecos River.

Title 4 is $50 mil per year for those states with lands between the 100th and 105th meridians, aka the Great American Desert.

Once again let me say, this bill is not about buying land. That would be the Land and Water Conservation Fund(1960s) which would have been rolled into CARA as Title 2. Meanwhile, LWCA and all the other pre-existing funding acts that were to be rolled into CARA are being appropriated at 100%
