The very top white line cutting into the black arm....follow the outside outline of that and there is possibly an image of a person holding a stick with his arm up in the air, there is a circular area for a head....the 'figure' is bending over as if to hit someone or something.

I see a powerful man breaking free of his chains. Chains that once bound and held but were clearly never really strong enough to hold forever. The look on his face says "Never again-- for you or anyone." It may speak to race or it may not. I think it would depend on the context of its (future?) use. It appears that there may have been more of the image that is now missing from the bottom. The open and raised fist could be an appeal to God as it breaks free. It may be a signal for others to break their chains, too. It may simply be an appraised arm readying a blow for anyone that attempts intereference. The closed left hand and arm are moving as if carrying a shield. I think it can be safely assumed that there is an implied figure or figures that are opposed to the man we see. My first serious thought is that the image we see says "Revolution!" It also says "Freedom!" At the very least, it says, "No more Mr. Nice Guy."

I hope you weren't insulted by the comic approach I took to this. The instant I saw this, Gil Scott-Heron's song "The Revolution Will Not Be Televised" came to mind. Still stuck in the Seventies, I guess . . .
This artwork looks vaguely familiar, yet I can't place it. I understand you got it from came from Horowitz's site (FPM), yet IIRC that is not the image's true origin.
Any ideas as to the true origin? I spent about an hour searching yet came up empty . . .

Off topic, but I have a story. Night before last, two people were arguing downstairs. I opened up my door and hollered out ... "How come you can go around saying Nigger all of the time, but I can't?" He replied ... "Because you're not full blood." That's funny. He probably just got mixed up, because he's probably never been challenged like that before. But I bet he won't do it any more in MY hearing! LOL
I thought of the contrast between him and the young black men and the one black female I know of in this forum. Sadly, some people think HE is the representative of Black Americans. The work Black FReepers do to correct that misconception is very commendable. Carried on, hopefully, it will heal the rift that exists in America.
Sorry for the rant, but it has been a lifelong thing with me. I HATE racism!
And I hope my un-PC word does not cause my post to be deleted. Sure it's strong, but so was the incident.

I know the question was "what does the image say to me", but I would like to take a stab at what I think the intended message was.
First of all I see two distinct entities. The first is a black man in the foreground with a clenched left fist moving to the right while looking over his left shoulder. He is obviously free from any bindings and moving angrily and forcefully in the right direction.
The second is a black man who has broken free from the chains that bound him but still wears the shackles of his oppressor. He is also being lost into an abyss as a martyr to some cause. The symbol on his palm is indicative of this cause.
The image on his palm I think holds the key to the symbolism of this image. I searched a database of flags but could not find one that resembles that image. There seems to be a crescent in the image, so my guess is that it is a Communist symbol.

Where did you get the artwork? I believe I have seen part of it before. The shackled hand was used as cover art on a copy of "Repressive Tolerance" by Herbert Marcuse reprinted by the Berkley Free Speech Movement in the late 60's.
This being said, I'm much more pleased with your interpretation.
