I think that HeadStart and other programs have been co-opted by the Dems'as places to put their stooges and funnel money to them,but underneath all that, there is a good idea, namely, "early intervention in education may produce better students."

I see the main problem as one of a conflict between programs. Any good results that are accomplished by Head Start, gets lost when confronted with the results of the runaway welfare program. Fixing Headstart would require fixing the welfare system, first.
