Cokie on ABC says black vote didn't turn out...

What do Democrats expect when they have all but bred a largely lazy, unmotivated voter "bloc"?!

I have been hearing this all night...that the black vote didn't turn out. How do we know this? How do we know that a certain percentage of the black vote didn't vote GOP? Is this just an assumption being made by the talking heads? Without exit polls I would think we WOULDN'T know this for sure......or am I off base on this?
