Dave Crespo, a Calpine consultant, told FBI agents that he met with San Joaquin County Supervisor Lynn Bedford and McFall at Bedford's home on May 15, 2001.
"McFall was introduced as Bedford's political mentor and close personal friend," and he was described as politically influential, the affidavit says.
McFall urged that Calpine get out of the bidding or he would generate public debate about the company's use of ammonia at its plant in neighboring Alameda County, the affidavit says.
Calpine Senior Vice President John King told the FBI that he confirmed the threat in a telephone call to McFall. The San Joaquin County Board of Supervisors subsequently passed a resolution condemning the Alameda County project, and King blames his refusal to withdraw from the port project, the affidavit says.
Bedford presented the resolution to the board, and it was adopted on June 26, 2001. Dunn spoke out at the meeting against the Alameda County project, saying he would be unable to evacuate San Joaquin County residents if there was an ammonia leak at the Calpine plant.
