It looks like the same kinda thing they busted Quackenbush and George Grays for doin. Settin up a phony corporation for divertin funds/grants of taxpayers money into linin their own pockets, or at least empowerin them selves in certain ways.
I'm talkin (typin) like Willie Brown deliberately for a reason!!! (Willie did the same thing with the Air Resources Board on a similar deal and nobody was able to make the allegations stick)
