I guess it depends on what we mean by "criminal element" and "interests." They were relentless in going after Elian's Miami relatives, Kathleen Willey and the Branch Davidians. They worked hard to protect the interests of al Qaeda sympathizers in Kosovo, the Palestinian Authority and the FALN and billionaire tax cheat felons like Mark Rich.
