I think that making sure kids aren't high behind the wheel does indeed promote the general welfare.
There would have to be mandatory tests every thirty days or less to ensure that.

I think that just the threat of losing their licenses would be enough to keep most kids clean. Not to mention have mom and dad paying more attention since I doubt they want to shuttle their kids around.

There would have to be mandatory tests every thirty days or less to ensure that. With the exception of weed, this test will have to occur inside of every 72 Hour's, since most chem's are out of your system within that time span. Great idea from a RINO, Liddy "the dolt" Dole.
