Here she is suggesting a State Law. Why isn't she running for the State Legislature?
I'm all for having a Republican Majority in the Senate, but likewise, so is Tom Daschle in favor of one for his own party. Therefore, we get Dole and Mondale. Talk about a blast from the past of failed ideas and characters.
The primary system is so full of poor results that we are stuck looking at candidates that defy common sense.

No, she's promising to propose a Federal law to force the States to adopt this measure, no doubt by hanging Federal Highway Funds over the State's heads.

Here she is suggesting a State Law. Why isn't she running for the State Legislature? Actually, she's suggesting a federal law. The federal government would then likely extort the states into supporting it by withholding federal highway funds.
If Dole wanted to proposed this law at the state level, I'd say she should go for it. But I'd prefer not to pay for a North Carolina senator's lamebrained ideas.
