From what I heard, LE was watching that phone booth b/c these perps made one of their phone calls to the police from it. However, I still agree with you that it was a set-up.

Dateline, Primetime, or 20-20 I don't remember which, as I was watching them all, had film footage of the take down of the two illegals, and yes in the background at another phone booth were the two snipers.
