He stood barefoot, wearing shorts and a T-shirt, outside a car Thompson described as cluttered, as if he was living in it.
By chance, he had chosen a sandwich shop next to the Donut Connection, just off the Jones Falls Expressway - a few blocks from the offices of the city police warrant apprehension task force.
Thompson recalled a laptop computer, its screen glowing blue, on the car passenger seat..."

Think he was monitoring us on FR?It's pretty unlikely. Not enough bandwidth on a cell phone. Lord knows I've tried it, and FR is way too busy to follow on a cellphone/laptop combo.

His laptop was glowing blue? Probably either Windows 2000 or Windows XP, I would guess. In other words, probably an expensive new computer.
It looks to me as if these guys had some financial support from the terrorist network.

Obviously, if he was corresponding with other bad guys, the feds would already know all about it after seizing and impounding the vehicle....Unless he hocked that laptop for a big mac......

No. He was caught when a truck driver, who had heard the car's description and license broadcast over a trucker radio show, called the police. The "dragnet" let him slip on through each time it contacted him.

Why?
Where did he get the money for the two of them to trundle around the country going to Al Queda training camps and getting set up for this operation?
And as long as we are at the why's the Feds are concealing from us, who is the woman whose credit account was to receive the ransom proceeds? What was the relationship between these two Islamics and her? Or is she also an Islamic terrorist or part of their network?

What this tells us is he certainly followed the principles of Edgar Allen Poe. He hid in the open.
Lets see
What where the cops looking for.
1. A white male,
2. Aged 28 to 40,
3 Native or living in the area for some time.
4. Has local address
4. Very knowledgeable of the area.
5. Literate and angry at the world
6. Driving local or Stolen untraceable car or van
7. Usually white vans or trucks
8. Has job in D.C area (tied up week ends)
So what did the cop find on this person to make him suspect?
Nothing.
1. A black male
2. aged 28 to 40
3. Family in New Jersey
4. From Washington state.
5. Very poor (sleeping in old junk car)
6. Very polite asks for directions
7. Shows no fear of cops but does show respect
8. Owns old car in home state of New Jersey.
9. Can't be local. Valid current Washingoton State
drivers license. Is from 3000 miles away headed
for next state.
With what the profilers and witnesses told the cops how could this guy be the man.
When a person a cop checks out meets 70 or 80 percent of what he has been told to look for He nails the guy. When the guy meets zero percent of what the cop has been told to look for he is to let him go. That is what the cop did.
A cop has to have permission or probable cause to search a car. A cop that has no reason to suspect someone does not ask to search. Otherwise he would search every car and person he met.
