An internationally recognized advocate and lecturer on the philosophy and implementation of community policing. Instituted a Crisis Intervention Team of specially trained officers on call to defuse situations involving persons with mental illness in a crisis warranting police response. Arranged for the professional mental health community to provide training to officers at no cost. Developed Crisis Response Team concept to better respond to victims, families and community members after violent crime. The response team consists of officers and community volunteers. Teams are assigned to critical areas and include teams within the Hispanic, Asian, and sexual minority communities.
Hired and trained civilian desk clerks to allow 42 uniformed officers to be reassigned to patrol duties. In 1997, established a General Order on less than lethal force to allow the capture of armed and violent suspects without using deadly force.
Opened a day care center on the first floor of the Justice Center for Police employees' children.
In 1998, conducted the third National Community Policing Conference with over 500 participants from 30 states and five countries. The conference provided participants with insight on how to measure and enhance current community policing programs.
Developed a standing metro area law enforcement pursuit agreement which covers issues regarding conditions under which pursuits can be initiated, notification to media and other agencies, supervisory control and other issues. The Portland Police Department serves as host and facilitator for this metro area executive group.

I agree. I do not believe that he is in charge. I doubt he wants to be in total charge. He is playing his part...as are thousands of others.
Moose is turning this stuff in to a zoo. I thought he was a poor choice for a front man the first time I heard him.
After that, it was all down hill. And, he keeps proving he's not up for the job.
Now, I think the theory that the murderer is getting his jollies taunting Moose is quite valid. Moose isn't doing
any future victims any favors by conducting the "press conferences" as some inept farce, almost on the level of a
Mel Brooks movie. Or Airplane!.
Instead of spouting hate, why don't you share with us specifically what Moose could be doing differently in this case?

Excellent point! I doubt the keyboard cops will have any suggestions, much less a answer.
There is really no defense against a sniper. They are trying to draw him out so that they can learn more about him/them. As they learn they will piece together some info that may lead to a bust. This is going to take time.
The moose is not calling all the shots, he is but a messenger. (a fairly well pissed off on at that) The FBI is there. The ATF is there. I heard some idiot on FOX calling for the National Guard to be deployed.(now that will be something)
I suggest and will volunteer to sit on a corner in a easy chair with a bullseye T shirt and draw the SOB out into the open! That might work.
