I'm beginning to think that the problem here isn't "the Moose guy's" competence, but rather the sniper's. Oh sure, he snipes all too competently, but this is apparently his second consecutive screw-up in attempting to arrange a mode of communication. Chief Moose is not the only one listening to and reading the sniper's instructions; if he's saying he can't make sense of them, it means none of the feddies can either, which means the sniper is failing in his attempts to communicate. What happens when he gets mad and frustrated about this problem? Will he compensate by doing more of what he's competent at?

I have been listening to Chief Mooses words carefully. He speaks slowly, like he is talking to somebody who doesn't understand english well, and chooses his words very carefully.

Moose has a PHD (I know, piled higher and deeper), and he is walking a very fine line here. Most of us are frustrated cause he won't tell us anything, but not sure he can do it without spooking the sniper.
