MHO, they should advise citizens to arm themselves with weapons and for the faint of heart, binoculars. They should quietly call up the guard and have a deuce and a half with a squad ready to seal up every damn exit on the major thouroughfares where this guy is operating. And when they get him they should temporarily repeal the "cruel and unusual" punishment clause.
