Just because the cops got a tape doesn't mean that the message on the tape isn't garbled. Further more, The Moose's statment doesn't mean that the message is garbled, only that they want the guy or guys to think that it is garbled so they will call again.

Yes, but I guess the sniper didn't like Moose's message. Hence his 'Reply' came in as a another shooting victim.
I might assume he is saying 'Moose, you heard me!'

Moose said the communication was unclear, but I don't think he said why it was unclear. Was it the disguising of the voice that distorted the message? Was it a bad connection? Was it a language problem or TRANSLATION problem?
