"However to arrive at a reasonable conclusion one has to follow the evidence, but unfortunately there has been such scant evidence available to the public that all we are left with is to engage in speculation on what is happening."
Time to create a 'terror alert' not unlike the 'Amber Alert'. They need to share MORE info. . .As of this latest, they have not yet released what witnesses may have seen this morning. . .or even whom they may have seen. . .
Not sharing, is not working. . .(sniper warned them not to tell media in first 'note'. . .probably has continued that directive in other communications. . .if so, police are playing into his hand, rather than against it. )

Yep, would seem the police are acting as unwitting/unwilling, accompli be NOT releasing as much info to allow the public to assist.
Until the police change their minds, the public will not be able to help, and they are playing into his strengths. Of course the sniper doesn't want to contend with 3 million people looking for him.

If this keeps up, eventually we will hear about more than one shot being heard at a shooting site as people are probably arming themselves and somebody is going to start shooting back when they hear gun shots coming from a wooded areas.
