Here in Texas we have a state-sponsored, state approved militia. It is an all volunteer organization, under the command of the Governor,and would be used to keep order in the event the National Guard is activated by the Feds and the state left defenseless. Most of the "State Guard" units in Texas are designated military policy and would back up the locals.

Under the command of the Governor is the key here...not to be used against Federal troops...but to help maintain order and defend the State in event of an invasion or insurection
in the absence of federal troops or the National Guard

Beginning to form up outside the Texas DPS roadblocks guarding the FBI/HRT. Every citizen who stopped was considered a danger to this police state action. IMO, that is why the 4/19 pogrom was initiated when it was. The FBI wasn't "exhausted" as Reno so claimed; they were worried.
