*Bush Moves to Boost Generic Drugs: President Bush proposed an election-year solution to rising prescription drug costs, ordering the government to block pharmaceutical companies from filing multiple patent-protection lawsuits that can stall cheaper products for years.

In Other News:

*Robert Novak says the California gubernatorial race may be in play: "The nightly tracking poll taken for the California Teachers Association was startling. Telephone interviews about the race showed Republican candidate Bill Simon leading Democratic Gov. Gray Davis 34.2 percent to 33.7 percent. The three-day tracking roll gave Davis a mere 2.7 percentage point lead."

*The president's party typically loses seats in Congress in mid-term elections, but Republicans and some political analysts are predicting that the GOP will actually gain seats this year, at least in the House.

*Racist Pig: The Rev. Jesse Jackson told his audience to be clear on one thing about Powell. ''He's not on our team,'' Jackson told a packed house at Greater Bethel African Methodist Episcopal Church. ''If he wins, Trent Lott wins. We're not on that team. If he wins, we lose. If he wins, poor folks lose.''

*Former President Bill Clinton has been bluntly warned that New York Democrats face "national humiliation" because of Carl McCall's poorly run campaign for governor. Clinton was grimly told a few days ago that McCall may finish an embarrassing third in the Nov. 5 balloting - behind Gov. Pataki and Independence Party candidate Tom Golisano, who has been surging in recent polls.

*Rothenberg: Dems are Screwed in the House -> As we noted in August, few incumbents are likely to be defeated in next month's elections. So if the Democrats are going to retake the House, they'll need to score major open-seat gains. While they have more opportunities than the GOP, they don't appear likely to succeed.

*Carter Security Chief: Clinton To Blame for Korean Nukes

NewsMax.com: Carter administration National Security Advisor Zbigniew Brzezinski says that the Clinton administration deserved the lion's share of the blame for the nuclear crisis in North Korea because it relied on a policy of "accommodation" that led Pyongyang to think it could "have its cake and eat it, too."

Asked by CNN "Late Edition" host Wolf Blitzer if President Bush's hard line toward North Korea had caused the crisis by pushing Pyongyang "into a corner," Brzezinski instead fingered Bush's predecessor.

"I think the issue is big enough for the blame to be shared rather widely," he told Blitzer. "It seems to me that perhaps earlier in the '90s, the Democratic administration, President Clinton's administration, was somewhat too eager to accommodate, reflecting, in part, political changes in South Korea which pointed in the direction of accommodation - the so-called sunshine policy."
