No hard evidence in 12 shootings? You have some hard evidence? Cite it. Not theory, not suposition. Not gut feeling. HARD EVIDENCE. Last I knew this country didn't arrest and convict on theories, or feelings, or guesses. Now, if you want to change that, and start arresting people on feelings and guesses, say so.... But, I doubt that you really want that!

Your getting the cart before the horse. Calm down and think rationaly for a minute. Terrorists have said "blood will run" in our streets. Blood is running in our streets.
Try to narrow your view down to those that 1) we're at war with, 2) we're about to go to war with, 3) Those who are openly threating us. The quality of the investigation depends on narrowing the possibilities atleast a little.
I'm not talking about arresting people, I'm talking about investigating people.

Would you count it as "hard evidence", if someone says they will destroy you? What about a known pattern of training snipers? What about known sniper attacks by the same group elsewhere in world? Just how hard does the evidence have to be to steer the investigation in a certain direction?
