What's there to believe in? Chief Moose is just the messenger with a difficult job. The FBI and ATF agent probably has more info than the Chief and they are constantly coming out as props, leaving him to find better ways of "it would be inappropriate to discuss...". Just my speculation of course.
I'd say they have put themselves in a position where now the killer can insist on certain things or more people are killed. It's definately time to change the PR guy, because of the Chief's ability of taking this personal. He even said so after the child had been shot at the school. His words, "this has become personal now".
