Well, I am now able to sort of answer my own question...

CNN just reported 'inside sources' have confirmed that Moose was speaking directly to the shooter. So LE actually believes the note was from him. [Okee Dokee]

I hope the cops don't have to go to a payphone to answer the call, this guy could be playing out movie plots. Such as the controversial movie Phone booth.
