A piece of paper or card with "911" on it can be interpreted as a telephone number. If so, Moose would have to make it clear it was being interpreted that way and ask the perp to call.

Per CNN: shooter was only 30 to 40 yards away in the dark woods, shooting into well lighted parking lot.

Gut shot. Shooter quality greatly reduced. Training mission???

Maybe there is no phone number.
It's just a trick to get the cell to be paranoid of each other. One of them "might be ready to speak", but neither one knows who it is. They no longer feel safe working as a team. They choose one for a snitch, and either kill him, or turn him in.
Break up the cell team, and there's a better chance they will err.
