It's not all taillight and headlight infractions that matter. If you are guiding a giant hunk of steal down the roadway, your neighbors want to know that you have the ability to do so. They want to be assured that you have some knowledge of traffic laws and are financially responsible for your driving errors. Many unqualified drivers are rejected for licensing because they can't pass the written or actual driving test. I, for one, am glad they get weeded out.
I am assuming that you and others here who believe as you do on the license issue are self insured. You must have posted the proper bond or deposited with your local DMV the prescribed dollar amount. You will still be personally liable for any expenses your victims will incur beyond the amount you have posted. Unfortunately for the victims, it's usually the destitute individuals who are driving without licenses and without insurance. Insurance companies will not insure you if you do not posses a valid driver's license. Do you have the personal ability to pay for a lifetime of medical care for somebody you injure?
So you see it's not the government that's trying to regulate you, it's me and your neighbors.
