With tinted windows in a Dodge Caravan, and the rear window cracked open a bit (they open rearward about four inches with the "Open Vent" control near the driver), it could make a good mobile shooting platform. The barrel need not protrude from the window--I have a Caravan and had thought of this scenario before.

Interesting theory. Some of the descrptions say it is the panel truck version, which would have, I guess, a sheet metal or plastic panel in place of the windows. If the panel is mounted like the window, it would probably be possible to open it, or retro-fit it to open like a window, and you would not have to worry about the muzzle blast breaking a glass window.
OTOH, that's not a VERY common vehicle. I'm suprised the BOLO has not netted anything, or that we don't have pictures from a security cam in the area of one or more of the shootings.
