Asked whether his boss intended to honor the 21-debate pledge, Lautenberg spokesman Tom Shea told WABC Radio's Steve Malzberg, "Absolutely not."

This is getting to be a typical Democrat standard strategy. Make it known boldly and right up front that you're a lying lowlife SOB, so no one will be surprised when they find out that you are.

You are correct.
According to Clinton everything is relative, there are no standards.

Almost anyone could beat Lautenberg in 21 debates. Even my cat could! As ill and weak as Lautenberg is, the Republicans should make an issue of Lautenberg being too weak and ill to represent the state in Congress considering how stressful being a Senator can be if he can't even debate 21 one times in a small state like New Jersey (I live in Montana).
