They know all his connections and want to see where they run once they realize he has been arrested.

He could be part of the Maryland sniper operation as a controller or logistician or transportation specialist.

The MD sniper may have "activated" him as part of his escape or travel plans.

The FBI would be watching closely for any strange phone activity or travel by their watch list suspects. If the sniper is an Al Qaeda op, the operation might cause other sleepers to go active in some capacity.
