what I think they believed, was that they would not be able to identify the hijackers
Therefore it would be tough for us to identify who did the attack,
and be limited on who we could attack
mis-calculation on their part has blown away the three phase attack

I doubt that. The hijackers used their real names. They wanted the "glory."
