Neue Enthüllungen bringen die CIA in Bedrängnis: Offenbar hat der israelische Geheimdienst Mossad die US-Behörden schon frühzeitig auf die Terroristen-Gruppe um Mohammed Atta hingewiesen. Auch die deutschen Ermittler erfuhren erst sehr spät, wie viel die US-Kollegen schon zwei Jahre vor dem 11. September über die Hamburger Studenten wussten.
Washington/Tel Aviv/Hamburg - Die neuen Erkenntnisse förderte das Hamburger Wochenblatt "Die Zeit" zu Tage, das am Donnerstag ein umfangreiches Dossier über die Pannen des amerikanischen Geheimdienstes CIA veröffentlichen will. Darin beschreibt der freie Autor Oliver Schröm seine Recherche-Ergebnisse bei diversen europäischen und amerikanischen Geheimdiensten. Die Schlussfolgerungen dürften für den angeschlagenen CIA-Chef George J. Tenet deprimierend sein. Denn die CIA hatte offenbar auf mehrere der späteren Todes-Piloten vom 11. September sehr konkrete Hinweise. Diese wurden aber ignoriert, obwohl sich die Verdächtigen bereits in den USA befanden. Zwei der späteren Piloten standen sogar seit dem August 2001 auf den Fahndungslisten der Bundespolizei FBI. Trotzdem konnten sie sich unerkannt in Amerika bewegen und unter ihrem wahren Namen in die Todes-Jets steigen.
Die heißeste Spur hätte die Amerikaner direkt zu den Hamburger Terroristen um Mohammed Atta führen können - wenn sie denn auf die Kollegen vom israelischen Mossad gehört hätten. Denn israelische Agenten hatten mehrere Terror-Piloten in den USA im Auge. Nach Recherchen der "Zeit" hatte sich zwischen Dezember 2000 und April 2001 eine ganze Schar von israelischen Terror-Ermittlern getarnt als Studenten auf die Spur von arabischen Terroristen und deren Zellen in den USA begeben. Bei ihren verdeckten Ermittlungen kamen die Israelis den späteren Tätern vom 11. September schon sehr nahe. In der Stadt Hollywood im US-Bundesstaat Florida lokalisierten sie die beiden ehemaligen Hamburger Studenten und späteren Terror-Piloten Mohammed Atta und Marwan al-Shehhi als mögliche Terroristen. Agenten nisteten sich in der Nähe der Wohnung der beiden scheinbar normalen Flugschüler ein und observierten sie rund um die Uhr.
Wenig später jedoch wurden die Agenten von den US-Behörden enttarnt und nach Israel abgeschoben. Wie in solchen Fällen üblich wurde die Enttarnung nicht öffentlich und sorgte nur zwischen den traditionell konkurrierenden Geheimdiensten Mossad und CIA für Verstimmungen. Wieder einmal zeigt sich an diesem Fall, dass die US-Geheimen selbst bei konkreten Gefahrenlagen nicht zu einer Kooperation bereit waren und sich lieber gegenseitig bekämpften. Denn mit der Abschiebung der Agenten wurde auch die Observation der späteren Terroristen aufgegeben. Eine Liste der Israelis mit mindestens vier der 19 Attentäter vom 11. September wurde von der CIA offenbar nicht mit der nötigen Dringlichkeit behandelt und nicht an das FBI übermittelt. Fest steht, dass die US-Behörden den Hinweisen der israelischen Agenten nicht zügig nachgingen. In den USA sind bisher auch in dem seit Wochen tagenden Geheimdienstausschuss Informationen über die israelischen Tipps bekannt geworden.
Freilich hatten auch die Israelis den konkreten Plan für die Anschläge am 11. September bei ihren Ermittlungen noch nicht entdeckt. Gleichwohl hielten sie die 19 auf der übergebenen Liste genannten Personen für potenzielle Attentäter, die "Anschläge in den USA planten", wie die "Zeit" schreibt. Erst später fahndete die Polizei in den USA nach Chalid al-Midhar und Nawaf al-Hamsi. Beide standen auf der israelischen Liste und saßen später in der Maschine, die aufs Pentagon in Washington stürzte. Obwohl ihre Namen seit dem späten Sommer 2001 auf einer national verbreiteten FBI-Fahndungsliste standen, konnten sie jedoch ungehindert in den USA reisen und auch am 11. September mit ihren echten Pässen an Bord der Todes-Jets gehen.
Die Panne bei der amerikanisch-israelischen Zusammenarbeit ist nicht das einzige Malheur, welches das Dossier der "Zeit" beschreibt. Neben den für die CIA peinlichen Fakten, die aus dem Geheimdienstausschuss des US-Kongresses bekannt geworden waren, wird auch die amerikanisch-deutsche Zusammenarbeit kritisiert. So war der CIA bereits länger bekannt, dass sich im Januar 2000 im malaysischen Kuala Lumpur mehrere hochrangige al-Qaida-Terroristen trafen. Darunter waren auch der Jemenit Ramsi Binalshibh, ein mutmaßlicher Drahtzieher der Hamburger Zelle, der im September in Pakistan festgenommen wurde und zurzeit von US-Ermittlern verhört wird. Außerdem waren auch die beiden anderen Terror-Komplizen Chalid al-Midhar und Nawaf al-Hamsi in Kuala Lumpur. Bei dem Meeting war die CIA den Verdächtigen auf Schritt und Tritt auf den Fersen und erkannte schon damals, dass es sich offenbar um ein Planungstreffen für Anschläge von al-Qaida handelte. Angeblich hatte der CIA über den malaysischen Secret Service sogar Fotos der Verdächtigen geschossen.
Folgen hatten die wichtigen Erkenntnisse der CIA jedoch kaum - zumindest nicht in Deutschland, wo Binalshibh dabei war, die Terror-Zelle zu organisieren. Als Ramsi Binalshibh aus Malaysia wieder per Flugzeug nach Hamburg abreiste, wo er eine reguläre Aufenthaltserlaubnis als Student der TU Harburg hatte, gaben die Amerikaner den Deutschen keinen Hinweis auf den Jemeniten. Auch als wenig später der zweite in Kuala Lumpur gesichtete Verdächtige Chalid al-Midhar nach Deutschland reiste - vermutlich, um sich mit Atta und seinen Komplizen zu treffen - kam von amerikanischer Seite keine Warnung und auch keine Bitte, die beiden Verdächtigen zu beobachten. Erst am Abend des 12. Septembers hörten die deutschen Fahnder so zum ersten Mal von der Hamburger Zelle und den Namen Binalshibh und al-Midhar - kurz zuvor hatte ihnen das amerikanische FBI die Passagier-Liste der Todes-Jets per Fax in kollegial-freundschaftlicher Manier zwischen zwei westlichen Geheimdiensten zugestellt.

From the google.com autotranslation, the story appears to say that the Mossad had some of the hijackers (Atta, Al-Shehhi) under surveillance in Florida. The Mossad agents were discovered by US authorities and sent back to Israel, apparently months before 9-11. The Mossad handed over a list of the names of 4 of the hijackers but the CIA didn't follow up on them. The Mossad never figured out the what the to-be hijackers had planned (not sure what the article means by "potential assassins" who planned "notices in the USA").
