I don't think that will prove to be the case, but if it is, it doesn't mean the Senate will SEAT the replacement. I'd like to see the pubbies play hardball for a change, and supply the equipment.

Can the Senate refuse to seat for any reason whatsoever? I thought they had to have at least some quasi-legal reason for doing so.

They would need to have a reason they can sell to the public. The Senate legal? Ha, they've made up their own rules for hundreds of years now. (Well, 2 hundred.)
