Does this ban possession or just the sale? Do current owners have to turn them in?

Trying to find the text of the adopted measure, and will post if it's available on line. But, when this was discussed a couple of weeks ago, the proposed language would seem to run afoul of California's premption law. My (admittedly paranoid) theory is that this is merely the first move for an effort in the next legislative session to toss out the premption law at the state level.

Then it really gets interesting.
