The Takoma Park Folk Festival was the site of the first of many skirmishes in the race for the 20th District Senate seat. Senator Ruben was found to be in violation of the standards of legislative ethics on 8/15/02 by the Maryland General Assembly Joint Committee on Legislative Ethics. She contacted Judge Irma Raker, Associate Judge of the Court of Appeals, for the purpose of discussing the legilative redistricting case during the pendency of the case. Her opponent, John W. Wrightson, has made her ethics violation a central theme of his campaign. When Mrs. Ruben walked by the Republican booth and saw the sign, "Restore Ethics, Retire Ruben," she came behind the table and confronted Mr. Wrightson. Since she was with her husband, retired Judge Leonard Ruben, Mr. Wrightson said that all she needed to do was to ask him about the inappropriateness of approaching Judge Raker, and the issue could have been avoided. She retorted, "Do you always ask your wife before you do something? Besides I was exonerated." When reminded that that wasn't the case and Wrightson had the Ethics Committee letter to prove it, she mumbled something about past campaigns and stormed off with her husband. It is a shame that she is still denying the violating ethics she swore to uphold, in trying to influence redistricting, that was ruled unconstitutional under a Constitution she swore to uphold.
