Privacy booths in the cells? The female guards don't need to ogle some guy cleaning his pipes.
Oooh, I think the ones that ogle are not the free female guards. Remember who broke the laws here, and it was not the guards. The prisoners will use it (and any other act) as tool to keep from their cells being inspected as well as they should be. It will become a weapon if the PC crowd allows it. They lost their rights, and I for one do not choose to forget that tidbit.
