The SPD I think will pick up overhang seats because their percentage in East Germany was relatively low due to the high PDS count, yet they won pluralities in individual seats. It is a very weird system. You get overhang seats by winning pluralities with low absolute percentages due to a multipliciy of parties pulling in votes in individual districts. It is a very weird system.
